The Shift in PGWP Eligibility

Starting in late 2024 and expanded through 2025 and 2026, Immigration, Refugees and Citizenship Canada (IRCC) restricted the list of programs that qualify graduates for a Post-Graduation Work Permit. The changes were aimed at aligning PGWP availability with labour market shortages and reducing pathways through programs viewed as primarily immigration-oriented rather than education-oriented.

Under the 2026 framework, PGWP eligibility for college diploma programs is limited to programs whose field of study is identified on an approved list of Classification of Instructional Programs (CIP) codes. Programs outside the approved list do not result in PGWP eligibility, regardless of program length or institutional quality.

College Diploma Program Restrictions

College diploma programs that were previously universally eligible for PGWPs are now subject to field-of-study restrictions. Only diplomas in designated fields linked to labour market needs confer PGWP eligibility. Business administration, hospitality management, and several other historically popular fields are not included on the eligible list.

Business and Hospitality Programs

Diploma-level business, hospitality, and tourism programs at public colleges are generally excluded from PGWP eligibility under the 2026 framework. Graduates of these programs are not eligible to receive PGWPs, even when they otherwise meet program length and institutional requirements.

Personal Support and Service Programs

Some personal support worker, early childhood educator, and healthcare support programs remain eligible because they are tied to labour market shortages in essential sectors. Students considering these pathways should verify the specific CIP code and eligibility status for their intended program.

Online and Distance Programs

Programs delivered primarily or entirely online are not eligible for PGWPs under current rules. The policy emphasizes in-person instruction as a requirement for PGWP eligibility, reflecting the view that the cultural, linguistic, and labour market integration benefits of Canadian study are tied to in-person attendance.

Hybrid Programs

Hybrid programs combining online and in-person components may remain eligible depending on the proportion of in-person instruction. Programs where more than half of instruction occurs in person generally remain eligible, though specific thresholds are set by IRCC policy and may vary.

Pandemic-Era Exceptions

Temporary exceptions for online study created during the COVID-19 pandemic have ended. Students who benefited from those exceptions retain any eligibility granted at the time, but new applicants are subject to the current in-person requirement.

Private Institution Programs

Programs at private career colleges and certain private post-secondary institutions face additional restrictions. Even when the institution is designated for international student purposes, graduates may not be eligible for PGWPs if the program is delivered under a curriculum licensing arrangement with a public college.

Public-Private Partnership Programs

Public-private partnership programs, where a private institution delivers curriculum on behalf of a public college, were specifically excluded from PGWP eligibility starting in 2024. Graduates from these arrangements are not eligible for PGWPs regardless of the credential awarded.

Licensed Career Colleges

Private career colleges offering their own programs under provincial licensing may have different treatment, but eligibility is generally more limited than at public institutions. Students should confirm PGWP status directly with IRCC and the institution before enrolling.

Verifying Program Eligibility Before Enrolling

Because PGWP eligibility has become more restrictive and field-dependent, verifying a program's status before enrolling is an important step for students whose plans depend on post-graduation work authorization.

IRCC Program Lookup

IRCC maintains guidance and lookup tools that identify which fields and CIP codes currently qualify for PGWPs. Students can reference these resources when evaluating program options. Because the list is updated periodically, verifying the current status near the time of enrollment is prudent.

Institutional Confirmation

Designated learning institutions are expected to provide clear information about whether their programs lead to PGWP eligibility. Prospective students may request written confirmation from the admissions or international student office before accepting an offer of admission.

Updates and Changes

PGWP eligibility lists are subject to updates as labour market conditions change. Students already enrolled in programs are generally protected by rules in effect when they began their studies, but new applicants are subject to the current list at the time of application.

When to Consult an Education Lawyer

This platform is designed to help individuals understand their rights as students in Canada. Many aspects of student life can be navigated independently with the right information.

The most effective time to engage an education lawyer or student rights advocate is before a disciplinary hearing, when responding to an academic dismissal, when facing expulsion, or when a matter involves complex legal issues such as discrimination, accessibility accommodations, or appeals proceedings.

By gathering documentation and understanding the relevant statutes first, consultations become focused strategic reviews rather than costly fact-gathering sessions.
